The city council members, staff, and public recited the pledge of allegiance.

City Manager, Charles Van Zant called roll.  All members were present.

Ms Susie Ludwig thanked Councilman Tony Brown for his years of service. 

The City Manager presented Councilman Brown with an original chair from the city council chambers.  The chair has a placard recognizing his years of service.

Special Recognition
6. Presented by Mayor Rodenroth

Mayor Rodenroth presented Tony Brown with a list of words from his colleagues describing him.  She presented him with a family tree (city)., made by the Mayor from photos of people Councilman Brown worked with over the years.  He served 1996 to 2025.

 The Mayor presented Councilman Brown with a commemorative coin from the Florida League of Mayors.  The FLM allows a recognition for community service, leadership, and vision.

Councilman Tony Brown stated he was grateful to be able to serve the City of Keystone Heights. 

8. Water Conservation Month Proclamation

Mr. Doug Conkey from the St. Johns River Managment District was presented a proclamation by Mayor Rodenroth.   The month of April is the month of water conservation.

Mr. Doug Conkey discussed the importance of water conservation and taking care of the city's water supply.

Councilman Dan Lewandowski had two issues with the March 3rd City Council Meeting:

Item 24:  the word should be dissent instead of decent.

He asked if the Pro Watercross is paying the city and how much?

The City Manager, Charlie Van Zant will check with Clay tourism to find the answer.

 

The meeting minutes were approved March 3 CRA and City Council Meeting. All in favor of approving.

Coucilman Tony Brown asked for financials.

The March financials have not been reconciled by Rebecca Williams CPA.

Committee Reports / Recommendations
15. Airport Authority-Chairman of the Board, David Kirkland; Airport Manager, Craig Coon

Chairman of the Board David Kirkland stated access road project has been started.

The masterplan is being updated.

Appropriation bill for turning lanes have been approved to move to the House Budget Committee.

The Firm may use all of the racetracks temporarily, as issues are worked out with the FAA, KHAA, and The Firm.

16. Heritage Commission-Chairwoman, Christine Arnold

No one presented to City Council.

17. Save Our Lakes Organization-Vivian Katz James; Scott Slater

Ms Vivian Katz James and Scott Slater updated the progress of the Lake Geneva project.

She stated the city staff, especially City Engineer, Colonol Jamie Booth have been exceptional.

 

18. Friends of Keystone Heights-Ginger Lee, Deirdre Murphy

There were no issues to present.

19. Planning and Zoning Board-Dr. John Zieser

There were no issues to present.

20. Event / Project Updates-Drew Bell, Events Coordinator

There were no issues to present.

Action Items
21. Interim Clerk / Executive Assistant-Vice Mayor, Tony Brown

 The issue has been moved to the  May Agenda.

22. North Florida FLC Board Recommendation-CouncilmanTony Brown

Councilman Tony Brown brought up the NEFLC board recommendation.  Councilwoman Thompson motioned for Councilman Lewandowski to be the new board member.  Councilman Brown seconded the motion. Councilman Lewandowski is nominated by the City Council. The NEFLC will have the final vote.

Councilman Dan Lewandowski moved to approve, Vice Mayor Christine Thompson seconded the motion.

Jamie Booth asked the City Council to approve changes to plan.  Councilman Dan Lewandowski moved to approve the Strategic Plan, vote was 4-0, as Councilman Tony Brown left early.

City Councilman Lewandowski stated FLC dinner in Green Cove Springs was nice.

Mayor Nina Rodenroth stated the Open MIke Nite was great, thanks to Vice Mayor Thompson and Drew Bell, Event Coordinator.
