Anti Smoking/Vaping Ordinance (1st reading)
Description

The Anti-Smoking/Vaping Ordinance is to set policies for the use of tobacco products in the city-owned parks.

“At the 17 November 2025 City Council Meeting, the council directed the staff to amend the city’s ordinances to prevent tobacco and vaping use in city-owned parks. The attached draft ordinance accomplishes this guidance by amending Chapter 9 – General Regulations, Article III – City Recreational Parks, Section 9-77, of the Ordinances for the City of Keystone Heights to prevent smoking or vaping within city parks.

Note that consumption of alcohol and littering in our parks is already prevented by existing code. Also, note that smoking cigars in city parks cannot be regulated because Florida statute protects this form of tobacco use.

This Ordinance will need to be advertised in the newspaper and then a second public reading and hearing needs to take place at the February City Council Meeting for the council to vote on implementation.

 

Recommendation

“ Motion by the city council to approve publication of this draft ordinance in the newspaper and scheduling of a second reading and public hearing at the February city council meeting.”
