“City ordinance allows the city manager to collect fees “in accordance with the fee schedules established by resolution of the city council.” for things like building code reviews/ inspections and land development regulation activities. The staff has reviewed all of our actively used fees and is recommending the changes shown in the attached document. Approval of many of these fees may be outside of the requirement for a city resolution to change, however, we believe it is best if the city council review and approve all the fee changes on an annual basis. Some of the major changes proposed include increased fees for pavilion rental, increased fees for cemetery plot purchase, and new fees for food truck operation within the city limits. “

  • Pavilion Rental- Excessive use of the $20 per day rental by various organizations or non-profits, some using a local resident to sponsor their event, is bringing high foot traffic that has caused excessive use on the facility. Example- The septic holding tank that had been pumped once a quarter at $400 per pump out, has recently required monthly $400 pump outs due to the high use of the bathroom in the pavilion. Our furniture has had heavy usage and will need replacement with higher-quality folding chairs to handle the usage.
  • Cemetery Plot Fees increasing from $1,050 per plot to $2,000 per plot- It cost well more than $60,000 to operate and maintain the cemetery annually. Our current average plot sales (around 30) only bring in $30,000 in income per year. Much higher plot fees are necessary to cover our expenses and ensure that the General Fund is not subsidizing the operation of the cemetery and lower plot fees. Our research indicates that the lowest nearby plot fee is $3,000 per plot. A $2,000 plot fee is a reasonable initial step to correct our revenue to expenditure disparity.
  • Food Truck daily fees in city parks will offset maintenance, cleaning, and trash removal costs in the parks / bathrooms near where the food truck is operating. This fee will also encourage the food trucks to look at other , non-municipal, options within city limits which is within the intent of the new food truck ordinance.
Recommendation
